Minutes of OPCL Board Meeting 4/16/08
Mike Wills called the meeting to order. Other attendees were Howard and Kathleen Weinberg, Grace Moran and Carol Collins.
First order of business was an update on the proposed dredge transfer site at the Lynnhaven Boat Ramp. Grace reported that to date $1,200 has been spent for flyers, petitions and mass mailings to generate support for our opposition to the site. To date $200 has been reimbursed and the Board authorized the remaining expenses be reimbursed now that the general membership has authorized expenditures of up to $7,000. As chairman of the committee Grace recommended that the civic league position on this be made know to all City Council members by board members. Howard suggested contacting the Saw Pen Point Civic League to see if we could possibly work together to oppose the proposed sites in both neighborhoods and he will contact their president.

Virginia Beach Health Survey
Dear OPCL,
I work at the Virginia Beach Department of Public Health and am
conducting a community health survey that will be used to set health
priorities in the community. I am trying to get a large cross-section
of the community involved, and was hoping you might be able to help
out!
The survey takes about 5-10 minutes and looks at the big picture of
health in our community--not just going to the doctor but other
factors that impact health--such as housing, economy, quality of
life,
etc. The survey can be accessed at www.vbhealth2008.com
Would you be able to send the online survey out to the Ocean Parks
Civic League? I also have hard copies available if that is
preferable.
Any assistance is appreciated, though I understand if you are unable
to do so. Please let me know if you are able to assist and which
format is best.

Storm Brewing Over Lynnhaven Boat Ramp
Public Meeting: March 19, 2008

City officials are bracing for a stormy session when the City's Public Works Department convenes a second public meeting regarding the proposed location of a permanent industrial dredge spoils transfer site at the Lynnhaven Boat and Beach Facility for the purpose of dredging the Western Branch of the Lynnhaven River. Opponents of the proposal include boaters, fishermen, canoers and kayakers, environmentalists, commuters on Shore Drive, residents of the adjacent area and Virginia Beach taxpayers.
Virginia Beach's City Staff has arranged a public meeting Wednesday, March 19, 2008, at Bayside Middle School, 965 Newtown Road, Virginia Beach, at which Public Works will be making a brief presentation, however the majority of the time will be reserved for public comment. Certain to be heard will be representatives of the groups mentioned above. However, the most intense discussion will likely come when Public Works reiterates the claim that there simply is no other site suitable for the project. Opponents may choose this opportunity to bring a challenge and suggest that political pressure is being brought to bear in discarding a more reasonable option.

The meeting began at 7:08 pm with the pledge of allegiance. Mike Wills, elected Vice-President, took over as President after the resignation of Howard Weinberg.
Old business began with the approval of the January minutes as posted on our Website. The membership then voted to approve the following new Executive Board members nominated by the officers:
Anne Kane North-side representative
Deb Ford South-side representative
Pat Mirani At-large representative
Brian Ramsey At-large representative
Vicky Schiano At-large representative
The resignation of Howard Weinberg as President was accepted by the Executive Board.

OCEAN PARK CIVIC LEAGUE INVESTMENT POLICY
I. Purpose:
To establish an investment fund that will provide the civic league with a consistent income stream and provide liquidity for dispersements as approved by the membership.
II. Process:
a. The Executive Board (EB) will appoint a minimum of three individuals including at least one current board member to oversee and administer the investment policy set forth in this document and shall be called “The Finance Committee”. The Finance Committee will report at each board meeting the most recent mix and overall performance of investments held. Any modification of the set policy guidelines recommended by the Finance Committee, must be first reviewed by the EB and then presented at a membership meeting for approval. The investment committee may seek professional guidance to understand the investment environment.

Motions for vote at March 6, 2008 OPCL meeting
Motion(s) to be introduced:
1. "In support of the opposition to the proposal by the City of Virginia Beach to locate a permanent dredge spoils transfer site at the Lynnhaven Boat and Beach Facility, the membership of Ocean Park Civic League authorizes the expenditure of up to $6,500 for production, mailing and Internet expenses, subject to the approval of the Board of Directors of Ocean Park Civic League."
2. The membership of the OPCL authorizes a pledge of $50,000 to the Ocean Park Volunteer Rescue Squad for the purpose of constructing a new facility to be located at 3761 Shore Dr., Virginia Beach, VA 23455.
3. The membership of the OPCL authorizes the establishment of the “Robbins’ Legacy Account” with an initial funding of $180,000 to be used exclusively for the purposes beneficial to the collective interests of the residents and property owners of Ocean Park.
4. The membership of the OPCL authorizes the adoption of the Investment Policy hereby distributed to members and posted on our website, for the purpose of guiding investment decisions to be made by the Executive Board on behalf of the Ocean Park Civic League in the account established as the “Robbins’ Legacy Account.”
